When I try and run steam on my laptop it says that there already is a copy of steam running, but there isn't :donno:

I tried to reinstall but didn't work.

Do you have steam on your taskbar on the lower right corner of your screen?
There is an update available right now and maybe your client is trying to update while you are trying to open/run it. Give me some more details about this problem and I will try to help you out fella. First try restarting your computer before you get hasty and reinstall again.

cmd --> msconfig
run with selected startup, deselect steam.exe
then launch it manually once you have booted
if it doesnt launch when you first try, then trying again gives you that error, delete all cache and registry files for steam and reinstall it, or send a steam support ticket, otherwise :donno:
