I am not sure what's wrong as I just connected to your server, and did a search and had no problem finding it on the serverlist. I also read your old tickets and I don't think you should have any problem with 32 slots. I believe the blacklist was a scare from Valve, as not only would they be blacklisting the most popular servers in TF2, but they would potentially be blocking other customers that rented a server on the same IP address. I personally don't think their is much behind that, and I think your fine. If the beetles mod hack is not working, since you run Sourcemod you can easily just use the plugin that resets your sv_tags as I personally have not had any problems with it for months.
