imo it was the umps instinctively calling it, regular season there are no umps in the outfield and in the playoffs they add one ump down each foul line to better call fair/foul etc. that ump was proal just not thinking as much about how far out that ball actually had traveled.

just my speculation

That is the intention and it is supposed to happen right away, not delayed as it was.

Who knows though why it was called, it was easily 20-30 ft from the infield dirt.
