if you just do cardio such as biking or running without some form of strength/weight training you will lose muscle and strength before losing any type of weight/getting into shape
you can make basic improvements in strength and see some muscular hypertrophy from cardio work alone. weight loss from cardio begins on day 1, so you won't have time to lose muscle or strength.
however cardio is mainly for, dare i say, cardio improvements; and it's chief other functions are weight loss, muscular enudrance, reduction of high blood pressure and cholesterol, etc.. resistance training certainly improves the rate of these adaptations and provides additional health benefits, but spencer is interested in swimming to get in shape. i don't think he's preparing for the olympic squad.
