Looked to me like they were "framing" him in the window, which is what the black cops seem like they are trying to do. They are in on it I think and Rust thinks so too since he was calling them company men. i get it now that i have researched a little bit. cohle is basically going back undercover unofficially from 2002 on. he also drinks in the interview because it makes it inadmissible

Guy on the lawnmower mowing the school lawn is obviously tied into something.
Also I don't think Hart is in on it. I think they made up their falling out up. Hart gets some questionable information out from one of the 2 boys who was messing with his daughter. He brings this information to Cohle. Cohle goes undercover and off the grid. Hart makes up some bullshit about a falling out they had.
Also the scene where they show Hart's kids messing with the dolls in a fucked up way, that's probably there for a reason. His one daughter might be involved with the cult and why she is so fucked up.
