First up, fletching to level 30, maybe higher.

Thats a nice easy one. I suggest you look into Slayer, it will make combat training fun and you get to learn new areas and get some cash at higher levels. If you have too much cash and what to dump it in to skills, I suggest Summoning Prayer. If you want to have a fly house, dump some in to Construction.

I'm very low on gold after buying a full rune set + rune hatchet/pickaxe/battle axe as well as a few thousand runes for magic training.

Currently chopping trees + making arrow shafts to level 15, buying feathers, then I'm going to buy iron bars and smith some iron arrowheads to get to 20+, then start on oak bows.

For construction, where do I want a house + how should I design it effectively?

also, how do I (non-manually) track my xp and things like that?

Go to Falador and south of the park you should see a little house icon on your map. You can buy a house from him, and then you have to put all the little things in there. I suggest just trying it out, and having fun. The most important thing to build in your house is the Gilded Altar in the right place so don't worry about designing it perfectly right away.

Only hiscore right now is cooking, but my fletching is going to jump quite a bit once I'm done farming the materials, same with smithing.

Almost 9000 arrow shafts with feathers to be attached, chopping a few more trees now (none on the GE), going to get back to mining soon and smithing the rest of the 600 steel bars I need for arrow heads, then I'll start making bows out of the willows I have banked.

Sounds like you are getting ready for some Range action. Let me know if you need any spots to train at.

Just fletching, I haven't touched ranged since I started playing RS again (I tried years ago and had <100 total skills)

Cut trees + made 15000 headless arrows
mined 200 iron + 400 goal, smelted to 200 steel bars
currently making 3000 steel arrow tips
