you could get a quadcore and a good monitor for that price, i'd say function > looks.

sounds right

intel GMA3100 graphics wont be able to run any new games, etc
4gb ram will run vista smoothly at least

if its not going to be touched you dont need to buy a touchscreen

go buy a cheap one if its for girlfriend and movies
