Mixture of both but mainly it will rely on your bandwidth.

And it also depends on how high the torrent is downloading at and if you are uploading also. If you upload, you usually eat up a lot more of your bandwidth because typically your download is higher than your upload.

But keep in mind that Tf2 and warcraft kind of rely on your computer more than internet.
