- Crazy girl is always yelling / fighting / making noise because angry 100% of the time I've seen her (legit never seen her happy, or even smile)
- Crazy girl calls police on my roommate making up some fake story about domestic abuse, roommate gets arrested anyway because he didn't show up for court and had a warrant
- Roommate files restraining order against crazy girl and breaks up with her
- She is now over and they are "talking"

I pulled my roommate aside and told him I don't want her in our apartment ever again, if he's going to be retarded enough to get back together with her I don't give a shit, he can just spend time with her at her (parent's) house, just clearly here. He said I was being immature and unreasonable, I said if I ever see her near this place again I'm going to call the police.

You could also just inform the police that a restraining order is being violated if they are in any way disruptive. It sounds inevitable from your description, so picking the right time will make it that much easier.

If you're telling him as a friend, I think thats a good thing.
If you're telling him as a roommate, tell him that if shit is getting crazy all the time he needs to do something about it. I think its reasonable to believe that even if you don't do something, one of your neighbors will start complaining and its going to end poorly anyways.

I don't know what kind of friendships you've made. But I would never talk to a friends girlfriend without talking to the friend first. Its your job to give the friend advice but its clearly your job nor your right to fix problems for the person.
