i see a dodge neon, squad car, tow truck flatbed, in that order. neon has no bumper, its on the flatbed. cop talking to truck driver. neon driver staring at the front of his car.
you see, the problem here is a man whose legs never formed and was probably no more than 2 feet tall was strapped to his wheelchair which was on its side attached to the neons radiator. the little guy was just laying on his side, on the ground, basically one with the radiator, while the other 3 people just hung out doing their thing, presumable waiting for the fire department.

they could have maybe helped him get out of the chair, sit on the curb or something. maybe just talk to him, try to console the man whilst we wait.
