Some do, some don't. A lot of them have the Realtek AC97 integrated, and they compress audio so much that you can notice it, especially with modern metal and hardcore which tend to emphasize lower frequencies while having less-than-recommened headspace. In normal people terms, this means harsh treble and super-farty bass. You really need to shape your audio setup to what you like, since what's good for one thing isn't good for another.
Also, cheap speakers can be really good, they can also be bad. Low end audio stuff is wildly inconsistent and some of the bigger lines even have different stuff in the same packaging (i.e. SkullCandy Ink'd). Budget $100 for speakers and you could go under that, but consider reviews from people who listen to similar music.
