Do we have a prima facie (at first glance) obligation to follow the law?
That is, are we obligated to follow the law simply because it is a law? Or are we obligated to follow laws for other reasons, such as threat of punishment, submission to a sovereign, social contract, moral obligation to others, etc?
Or, in contrast, are we clearly obligated to follow the law at all, even if we risk punishment by doing so? (You can still take this position and follow the law but still claim that you are by no means obligated to do so).
