I decided to go looking for the cow level they said didn't exist, only because I got the recipe for a staff named "Staff of Herding" so I figure there must be one lol
Anyway I found the recipe (which I have on Monk)
I didn't find any maps that screamed cow level to me in the names but I did find some PVP maps.

I think I found it, they called it, "1000Monsters" lol
I am thinking once you make the staff you get another quest option which will be for the 1000 monsters level.
I appears as a quest,
It is apparently act4, I could be wrong though. This might just be part of act4 *shrug

Did a little more poking around, seems the PvP or atleast part of it will be 4V4 team based.
Didn't do anymore poking as it seems they didn't like it and crashed D2 for me lol
