Tell him to consult his State Laws.
Some states prohibit this type of age difference due to the maturity levels of those involved. They have laws to protect the minors.
Most likely it is not legal and he will probably have to wait until she is at least 16. State Law here in Florida allows a 16 year old to sleep with anyone up to 23 years of age with partental consent.
Your friend does not want to go to prison as a "Child Molestor". They do very bad in prison systems.
