yes
only reason he does at low levels is because he cant kill higher monsters, and any base item 40+, even if the only mod is 1% critical flux or something, will still sell for [unit not allowed], just because the base item is so high on hc

but higher level that you do well = higher level of mods that can spawn on items

best possible well at level 5 is like 40 ee or something, he would rather just get a shitty magical item that he can trade than risk dieing for the tiny chance of actually getting a good item

i dont think thats true... im welling at lvl 1 now and ive got +20 vita ona single item, +6 magic luck on another and stuff like that

maybe its not then,

that was the common perception of the masses for a while, maybe it was changed
50% based on the item you were when the item you are welling dropped
50% character level when killing the well boss
