14" x 18" is twice as large.

Now, I feel that we are just talking about semantics here, but you didn't say square inches. You just said a square.



And back to the original problem at hand, by "best yield", I will assume you mean multiple cuts that are 14" x 18" (as the best way with only one cut would probably be a piece on the outside, as it is the easiest to cut), should be 8 pieces.
