I think dreadnaught on tap and really fresh is amazing, same with elder tho...blue dot is p delicious...but ranking bottles I would say dreadnaught, blue dot, elder
on tap, elder, dreadnaught, blue dot (never had)

Pliny is really overrated. It's a damn good beer all around, but it isn't the holy grail. It might be based on freshness, but I think Gandhi-bot is better.

i think age is everything with pliny. i had a 6 week old one and it had nowhere near the fruityness of blue dot or dreadnaught. it was just an excellent pine-y ipa. but living in the hophead nw ive had plenty of ipas that can compete. though im getting those extra fresh and clearly the pliny, so its all relative imo.

I think you are getting pliny the younger and pliny the elder confused.
Pliny the younger at 3 days old was the single best beer I have ever experienced in my life. Pliny the elder is good but suffers horrific instability. On draft it is pretty good, out of a bottle that is only 2 weeks old it is clearly as good as Dreadnaught at a month or more old.

With the freshest IPAs, it must be hard to compare. I have a bias towards the east coast due to availability and freshness, but the west coast classics like SN and Anchor tend to be really good even if they are older. The CT distribution system means it is faster to get beers mailed from the west coast than to wait for them to be approved. Most of the WC beers I have enjoyed were brought in from other states.
Still, I think NEBCO beats everyone else with Gandhi-bot, Citra-hopped Sea Hag, and the dry hopped Alpha Weizen. CCBC also overwhelms the reasonably-priced IPA market even though the price has risen from $8-11 6pk/12oz. I wouldn't pay an insane price for Pliny when I can get Gandhi-bot for $15 for a growler or $11/4pk.

As far as canned hoppy beers go, I would take Half acre's daisy cutter pale ale or anything hoppy from Surly over Gandhi bot. Dan has provided me multiple opportunities to have it about as fresh as it is possible and I still think it falls short of what others are producing.
The best hoppy beers on the east coast, hands down come from Hill Farmstead. Ephriam gives Pliny the younger a run for it's money and their single hop version of Galaxy Imperial IPA is pretty unreal.
This is pretty much an endless conversation, we could go on and on. It is all a matter of reference and "have you had this or that" comparison.
