My HP refurb has been everything I could want and more - the only downside is they update drivers about as often as
Hally's Comet passes.

But it's clearly like you'll be playing games on it.

Lenovo's seem to have the best bang for your buck though.

our current laptops are 8+ years old so anything will be an improvement really

tl;dr dell doesnt know how a state bid works apparently (prices shouldnt change) but did apparently
