Are we born with innate ideas? Is there any fundamental knowledge that comes with us into the world by any means (DNA coded cognitive predispositions, god, soul, etc)?

The rationalists (Descartes, Kant, Leibniz, Spinoza) would say yes. Descartes would consider the concept of infinity to be an innate idea (along with any a priori mathematical or geometric truth). This isn't to say that an infant understands the notion of infinity. Rather, he would claim that the idea is innate and merely required favorable experience to develop. Descartes would also suggest that the idea of God is innate.

The empiricists (Locke, Hume) would say no. Locke calls the mind of an infant a "tabula rasa", a blank slate. To him, any 'innate ideas' are merely perceptions that began in the womb. A biologist may claim that humans are born with an innate desire for sweetness (glucose) and a sucking reflex. To Locke, those are actually learned from (non-remembered, obviously) experiences that began prior to birth.
